Every year, at the time prescribed for the beginning of the term of a new member or
members of the library board, or as soon thereafter as practicable, the library board
shall elect a chairperson, a vice-chairperson, a secretary, and such other officers
as the board may deem necessary. They shall recommend to the city manager such rules
and regulations for the governance and operation of the library as they deem necessary.
