§ 6.03. Regulations—building permits.

Residential, commercial and industrial. The planning and zoning department or public works director may approve and issue a building permit prior to the installation or completion of the improvements set forth in Section 5.02(b), provided all requirements of Section 5.02(a) have been met. However, no structure shall be occupied prior to all improvements being installed, approved, and accepted by the city council, with proper maintenance bonds.
